The owner of the horses has been reported, but Spain’s animal welfare agency has yet to do anything to helps them. People in the area are desperate to help and have occasionally thrown out bales of hay for the starving animals.
The horses were reported on November 25th and the welfare agency has since visited twice but has not seized the animals because they have nowhere to put them.
