When Libre was first surrendered, he was too weak to even lift his head, much less stand. He was emaciated and suffered from sepsis and mange. Controversy was sparked when the Lancaster County SPCA decided not to press charges against the breeder who caused Libre to become this way. This has led to protests and calls for the director’s resignation.
